I just want to know that is it legal to use multiple community accounts on a single PC.

No, in general, one Subscriber should have only one account, having several accounts with the Community license violates the Terms of Service:

(b) Subscriber shall not:

  • (…)
  • (iii) use the Product in a way intended to avoid incurring fees or exceeding the limitations outlined in the Subscription Confirmation limits, unless this is confirmed by JetBrains and paid for by Subscriber;
