It displays “Loading” and sticks with it.

Can confirm, completion in Kotlin got broken, thanks for reporting it!
It seems not only completion is broken. The app loading with kotlin takes a lot of time (like a minute) and it fails to load on some notebooks.
After I deleted the notebook and created a new one with the same content, it worked fine. Load times are still long.
If the kernel constantly fails on certain notebooks – could you please send me such a notebook via DM to reproduce the issue?

In the meantime, the fix for autocompletion in Kotlin has been rolled out.
